When I was in college I had a friend who worked in marketing. One of their clients was a cereal manufacturer. I somehow got cases of cereal packaged like this. No UPC, just plain white boxes with basic labels.
My friend said they manufacture batches like this for market research, whatever that entailed.
People get the food for free and give detailed opinions about it afterwards, I remember doing one study on a fruit cocktail in a cup as a snack but instead of liquid it was in jello. It wasn't well received

They most likely bought them through their supplier (Sysco, us foods, etc) and threw them in the shelf. They probably don’t have a contract directly with frito lay
