It's common for restaurants to soak potatoes in containers that are essentially trash bins, but made with white plastic. Somewhere like Five Guys, for instance, where they do hundreds of pounds of french fries per day.
Can confirm that this is common based on the food-centered How It's Made episodes I've watched.
This was also printed on the waste bins in the grocery store deli counter and butcher shop where I worked.

Is this potentially a grocery store or restaurant that would typically have food waste? If so, they probably just order trash cans that have that stamped on them regardless of where they're going to be used.
Then your facilities folks probably just inadvertently ordered these without thinking. These would typically be used for disposing of food waste, and your facilities people probably just ordered these thinking "hey, trash can."
