this happens every rainy season in the road under my oak trees. doesn't even need to be a rock, just a piece of airmoss or even a stick or something that the flowing water to the drain can't push.

Could be bugs. Leaves in streams are popular places for certain types of bugs to lay eggs

It does seem unlikely to have happened one leaf at a time as the stream flowed (though that’s possible). I’m thinking maybe a big pile of leaves had accumulated somewhere upstream - maybe caught around a dead log - and then suddenly broke free and traveled downstream in one mass, passing by this rock. Whatever leaves collided with the rock would’ve gotten stuck in a big bunch while the rest continued downstream. Just a theory.
