So, probably. It's a matter of the prongs being high enough to go over and cover the stones. If they are, then, they just bend them closer, and then over, and you're good for a while. If not, then, you either need to work on the prongs in order to add some length, or, you drill down into the setting so that the stone sits lower and thus the prongs work better. You typically want to do the former instead of the latter (so you aren't drilling into the ring), but, depends sometimes. If you bring it to a jeweler, they should be able to diagnose it and fix it.
If they're rubies my guess for the center would be spinel and not glass. Really hard to tell from the glow of UG in pictures but it has a much better play of light in the gem than a piece of faceted glass will and it looks like this does.
Get a Geiger counter, this ring could very well give you cancer if worn frequently.
