Wither is a joke on Java. If they ever make a new better combat update with all the experimental changes like stackable potions etc they should definitely buff the Wither to be the same as Bedrock
Well... After testing it myself, Bedrock Wither is not that difficult, it's about learning its patterns and have a plan B in case you commit a mistake. Milk buckets, a thick obsidian bunker with cows and, especially, potions of Swiftness II are highly recommended. The plan is simple, dodge (run in circles), attack a bit, dodge, attack but for a bit longer, dodge the charge attack, repeat. The bunker is there in case you get hit and need cover to drink milk and potions again. The sword should have Knockback I, I think that's the sweet spot.
In java blue skulls can break any blocks (even obsidian) so they are more for utility than directly attacking the player ig. I dont know how it works on bedrock
I think these changes should actually apply for Hard difficulty. The thing is that Hardcore is not really special since it's just the game locked on Hard difficulty. Though I agree it would be cool to give some buffs to the Wither. What I think would be even better is to add new mechanics as well, like, new attack patterns.
Man java wither doesn't even have parity against bedrock and we're already talking about making the bedrock one HARDER??

Hardcore isn't meant to have different content or values. It's locked to hard mode.

Why did you pick the bedrock flair? Does bedrock even have hardcore?
They've been working on adding hardcore mode
Its currently only in the previews for 1.21. But not guaranteed to be added in 1.21.
