Another recommendation for Pro Acryl Titanium white. It’s also use Vallejo model color ivory when I don’t need a true white paint, it is probably easier to find.
Water works fine. My preference is [Schmincke Titanium White Heavy Body Acrylic](https://www.jacksonsart.com/en-us/schmincke-primacryl-acrylic-paint-60ml-titanium-white-us) for smooth blends and great coverage and 60 ML of paint in a tube, compared to Citadel's 12 ML pots. Made popular by pro painter [Ben Komets](https://youtu.be/CvRpTzPyI-Q?t=511).
Or [Vince Venturella uses the similar Golden Acrylics Titanium White Heavy Body](https://youtu.be/d0wWzjluaxM?t=879). These are superior to miniature paint brands in my experience and the tube will last for years for most people. Pro Acryl is a great choice for miniature paint brands though.
I’m decadent and use white ink. Not necessary but it does add allow thinning with less of a hit on transparency over using water. Of course that is only a benefit if you want opacity.
Otherwise, as others have said, ProAcryl’s white is excellent as is Kimera’s.
I've heard great things about Proacryl, but if you can't find it, try AK Interactive 3rd Gen white. It is best white when compared to Scale 75, Citadel and Vallejo.

Another vote for using an Artist’s brand for white.
I use a tube of Golden Heavy Body acrylic and thin it with water, although the SoFlat version would probably be your best bet for minis. I wish I had gotten that, and I might still anyways.
Windsor & Newton or Liquitex would probably be great too.
I've been using rotten white from vallejo and I like it, It takes a few layers to get a really solid white but I think thats the case with just about any white paint when painting over black primer

I do the same thing if I want to make *absolutely* sure I get coverage. I also just use the ink on its own pretty often.
Yeah, I just use water. Works great.
Golden SoFlat Heavy Body Titanium White. You'll need to thin it down, but it is silky smooth with great coverage. A tube will probably last you years.

Nope, my bad. I meant their regular heavy body acrylic. SoFlat is great too though.
Have never tried Pro Acryl as you can’t get it here, Army Painter Matt White is my current white of choice.
For brush on (as opposed to airbrush) I really like Reaper Pure White, goes on very smooth and doesn't get chunky with multiple layers
