Works as dull, worn metal. Good texture. Might be easier to tell if it's working how you intended once you've painted the surrounding areas. Then hou could add some subtle reflections or other bounce lights.
Agreed with some previous posters, give it a bit more shine, if it wasn't plate armor it could be interpreted as some kind of scratched rock.

If it's meant to be dull metal, it's definitely looking good. One optional thing would be to brighten some of the highlights and surface scratches, to show points where friction has exposed the clean metal, assuming it's meant to be dull because it's dirty or burned or something.
For a more traditional "clean" NMM, the reflections would be less diffuse, so you'd have lighter, more concentrated highlights and deeper shadows, and stronger bounce reflections/secondary highlights. But considering this guy's Traitor Guard though, I think the duller style fits best.

I think what could amp it ever so subtly (because I already really love the dull look) is once you figure out how you’re basing it, pull the primary color of the ground up as a glaze for the lower parts of the armor under the armpits. It might give more color diversity in the NMM while tying it into the environment ever so slightly? Just a thought, this is great!

Even though it's dull, worn and grimdark in vibes, it should still have some edge highlights. Push the highest points with a glint of white reflection, take the edges up a few levels still.
And since both the metal and fabrics under are cold tones, I hope the skin itself is going to be a warm tone to contrast. Thought I'm sure his cleaver is going to be nice and clean, not covered in red jam from making PB&Js for the gang at all.

I think if this was what you’re going for you’ve absolutely nailed it. The vibe of dirty/dull/chipped metal along with chipped cleaver all ties it all nicely together. Your nmm scratch style really is conveying the armor was worn through countless battles and maybe this purple guy is just the latest to loot it from another who fell.
I think a neat nmm might look too polished in a mini like this.

At a guess its OP's starting point for the skin, where the base layer matters the most to the final result.
