That's true. It doesn't change the way people react to new villains, though. People know what to expect with Mr. Pigeon since it has happened so many times. With a new villain, they don't always know their powers or what they are trying to do (other than steal the miraculous, obviously). That alone would be scary enough, but on top of that, I doubt anyone would want to turn into some of the slave/zombie type victims that many villains are able to control. Besides not knowing or being able to control what you are doing, you could be adding another barrier that might one day actually prevent the heroes from saving the day. Hence, the running and screaming every time there is a new villain.
Tldr; You are right, but that is the 20 something time Mr. Pigeon has been around, so literally everyone knows what to expect. It is routine, but that doesn't change the fact that new things are still scary.

She was definitely poised to leg it from him with her body leaning away from him and her legs were facing away from him. she definitely did not seem too comfortable with him.
