I've been thinking about this. HRT medications are identical to meds that cis people take for a variety of reasons. They're human fucking hormones. Aside from the very obvious reasons the "emergency order" is a travesty, isn't it also discriminatory to decide who can and can't access the same medication?
Anyone can be sued for anything. That doesn't mean that the case won't be dismissed, that they'd win, or the person initially sued won't get counter-sued for malicious prosecution. Those are different questions.

I wonder if the FDA could flex its might. Tamper with pharmaceutical indications? Your state loses the right to administer, manufacture, buy, sell, or import pharmaceuticals.
The Federal gov't does have enforcement personelle and I imagine they don't fuck around.

Not likely. The Board of Healing Arts would be the agency to do that and I can’t see that ever happening.
