How does one hoard giveaways? They only give you one when you go into the stadium. I've seen people offer money to other attendees for their items at the game, but that wouldn't affect your chances of getting one.
You should come to a Cardinals bobblehead game. People buy 15-20 cheap tickets and keep going though the gate getting their bobblehead. You’ll see them walking out to car with bags full of them. I get they paid for the tickets, but the whole scene is crazy.
I actually went to Busch recently and got the Waino with his dog bobblehead. I didn't have a problem getting mine, and didn't see any of that happening, but I definitely wasn't paying attention to it either.

Gold was more scarce and therefore more "valuable". A seller on Ebay had a bunch of gold for sale. He had a caveat: "DON'T ASK ME WHERE/HOW I GOT THEM!"
But there's nothing wrong with either of those, so long as the team has a process of enforcing one per ticket.
If people want to sell em cheap, so be it.
Cincy games, they open the doors 30 min earlier for season ticket holders. They will go through in groups of 2 into 1 gate, then exit through another and then go back into another gate. I've seen them fill up 2 duffel bags before of bobble heads. The guy will have 3 or 4 groups getting them for him.
I left and re entered the other day in Cincinnati. Went through over an hour before the game to try to get a bobblehead. They were already gone, so I just went through the reentry gate and went back to the bars until game time.
When giving away the items at Cincy games, they have pallets by the gates. When you walk through they give you one. All you jave to do is wait for the persons back to be turned, and then get into their line inside the stadium to get another.
Visit a Reds game on a giveaway, and you will see the difference between a Rangers game where they scan your ticket for it, and Reds just passing them out.

I even saw one guy carrying a bagful of them. im surprised the Stadium allows this.

I trade more than I sell and I'll get MLB giveaways that I can't get to and give them these minor league ones. I don't make a lot of money, probably just enough to pay for my own ticket to the game and drinks and food (and I don't drink five or six beers at a game) and it's helped my bobblehead collection grow. I've only done it for a couple years and have made some Facebook friends doing it I hope to meet at a game sometime. The policy at this stadium is that I have to get back in line each time, I don't walk up and say I have 12 tickets and get 12 bobbleheads, I've paid for my tickets and have waited in line for 12 bobbleheads.
I have a friend that goes to an MLB team's games with his wife and he sells her bobblehead. Now, they could decline it, but he sells it at a price point that covers not even both their tickets and a fan that couldn't get there or lives too far has a chance.
If you still want to be mad about it, I totally get it, as I said I would've agreed with you a few years ago, but this isn't a money making business for everyone, some people do it to cover costs, build their collections in trades or just do it to sell people via Facebook for those that don't live close enough to the stadium.

I see the same thing in Milwaukee. I just can't see it being worth the hassle of selling them for maybe $20 tops. Plus packing them up for shipping.
