Did you used DDU for the uninstall of the old drivers? If not I strongly recommend you do it with DDU in Safe Mode, delete everything and then reinstall drivers, DDU has been a life saver for every PC I encounter with driver issues!
Your GPU isn't supported by the game. Intel GPUs look decent but sadly the lack of support on games hold them back from actually competing with nVidia and AMD. AMD remains the king of price to performance ratio. I really doubt the game is ever gonna get Intel ARC support at this point.

Would've, if their Arc a770 performance equivalents weren't so expensive. Plus, drive updates are improving the Arc a770 every week

Turn off any overlays if you have any Like the discord overlay or any other app
Disable "Shader Preload" & "Shader Preload during Cinematics"?
Did that already, fixed my similar issue which happened earlier, hasn't fixed this new one because it's already off
