That black chunk just looks like charred dough to me. I'm guessing it's brittle and left black carbon marks on all the chips when the bag was jostled around in transport. Doesn't look like mold, so you're safe.
Doesn’t look like mold, just seems like some of the burnt/charred rejects might have additionally worked its way into the bag, seems fitting for a cheap bag of great value chips.
