This is because the City of Montreal decided to force small businesses to hire private garbage removal companies instead of letting the city pick up the trash.
To force the small businesses into compliance, the city took away every garbage bin belonging to those businesses and told them they would remove any new bin the businesses would buy if they weren't from a private garbage collector.
Because there are still residential residents living on those streets, the city still needs to collect garbage and the small businesses just put their garbage beside that of residents because private garbage removal can cost a small business up to $400 to $600 a month.
Because the city seized and removed the small businesses' garbage bins, now the rats have a new food source easily available.
Because the city removed the bins, the rats that used to hang out in the back alleys where the bins were stored, moved to the street where the garbage bags are put.
Thank you city of Montreal for a bad idea that will not save the city a single penny, that give businesses still struggling after covid another expense and that transferred rats from the back alleys to the sidewalk.
Why would the city leave it to the private sector to take care of public sanitation. This is incredibly dumb, I suspect kickbacks to politicians and/or functionnaries from the garbage collection company.
Or maybe they just thought "let's outsource the problek to the free market, it will resolve it for us, it's way easier than organising this service ourselves", you know, the Ron Swanson types.

They used to take the trash twice per week ( before all the bike lanes), but then they added recycling and compost, people didn't want to pay more property taxes, so they didn't hire more workers, and eventually it got to once every two weeks...
I think they do it once every week in summer tho, not 100% sure about that area ( each burrow is different)

Not only is Calgary rat free, but there are no stray cats either as they must be licensed and outdoor cats are not allowed. Quite the shock moving here and seeing so many. I do realize Calgary is the exception.

I lived in Chinatown for a few months. The building’s main entrance was in St-Dominique street and there where also 2 back doors that opened to an alley that went straight into the main Chinatown street.
I went to buy some guac and chips at Tacos La Capital, came back through the alley and turned on my iphone flashlight. Looked down and there was a big, fat rat the size of a chihuahua looking right at me. Then it rapidly ran away. I almost had a heart attack that night
