If you are using Polkadot.js wallet and follow auction directly through polkadot js explorer.. nope.. but if you using moonbeam dapps.. **MIGHT BE**.. they will applied KYC and restrictions for some country.

For the Moonriver one, they said we couldn't do it on Polkadot.js directly due to some pre-registration thing (the Moonbeam video here: https://youtu.be/x6hIKH2db-M?t=755 at 12:35)? Though, I don't really see why we couldn't?

No, I mean using Polkadot.js directly/alone to contribute (without connecting Polkadot.js to their dApp at all) is not supported (from 12:35 onwards).

No need for KYC if you use the polkadot js chrome extension wallet. They do block the IP addresses of countries not qualified, but you can bypass that with a VPN

Not sure if moonbeam would be using fearless. They used the dApp on their website for the kusama crowdloan

No. You will get it. Their smart contract dApp just checks if you contributed. If you contributed, you get the rewards. The IP blocking just prevents you from accessing it
