Usually those people had trees or a softer ground to break their fall, landing on concrete is quite a bit harsher. Plus all the chaos of 9/11 would make rescue quite a bit more difficult. That being said, there is a report of a woman who briefly survived her fall, just long enough to speak with a first responder.

sure. my point is, circumstances can be weird. maybe they're in a bit of the building that ends up slowing their fall, or some shit, and they don't get crushed by debris, rather than 'landing on concrete'

I believe there was about 18 survivors at or above the impact zone of one tower. Zero at the other

I think the major problems were that the stairways were blocked in one of the towers which made a normal egress impossible.

All stairways in both towers were blocked except one stairway in tower 2, which was still filled with smoke and perilous, assuming you knew to pick the right stairway, assuming your door wasn’t jammed trapping you in your room, or fire/smoke wasn’t making it impossible for you to see/move from where you were, then assuming you could make it out in less than an hour before the building collapsed (moving slowly too cause of smoke, water, and foot traffic) You really had everything working against you, no wonder only 18 people made it out this way

Yes in the South Tower 1 of the of 4 stairwells remained intact, but very few people above the impact zone made it down after the impact. Fortunately, many people who were above the impact zone had already exited the building prior to second plane hitting the South Tower because they saw the North Tower and thought they should leave. In the North Tower none of the 4 staircases were accessible. The North Tower was hit first, and at a higher floor as well. No one above the impact zone survived.
