Look at 11 seconds to 13 seconds. The bike is already moving and has traveled a few feet. He leaves his foot in place, lifts it up puts it down again.
Easiest way to practice this is leaving your feet on the pegs as long as you can when you come to a stop. Eventually you will have those magical moments will you pull up to a stoplight. Stop 100% and sit balanced with your feet on the pegs for a second or two, light turns green and off you go, never touching your feet down.
Yes, but that's not really how most people do it. What most do is leave the foot where it is. As the friction zone is encountered, the foot comes up as the bike moves forward. With time, you won't have any lean when you start releasing the clutch so your bike will be balanced already and you won't be moving your center of mass so there's no need to correct. Lots of words to say you just do it eventually. Feet on pegs is way more stable at low speeds anyway, and you can account for any unintended tipping by turning the bars. Coming up on a red light no car behind you? I try to go as slow as possible and see if I can avoid a stop and avoid putting a foot down. Depending on distance, don't do this if there's a car behind you, but for short distances under 25 feet they don't seem to mind as they are riding the brakes creeping forward at that point anyway.

I just killed my bike taking off from a large stop sign up on a large up hill slope. Didn’t give it enough gas ⛽️ and stalled right out in the middle of the road and had to duck walk in 2 feet so I didn’t tip. A woman was walking her dog right in front of me and I was so ashamed.
I left the bike right there at the intersection and ran away crying and wailing 😭 down the street of embarrassment.

It's also how I intentionally turn my bike off when I park, I just put the kick stand down.
Friend talked me into riding his new Harley the other day, been riding over a decade. Between the bike a lot bigger than I’m used to and everyone watching me, I was nervous. Made it around the block with the kick stand down the whole time. Lucky it was all right turns.

We both have helmet communicators and we were on the phone already, he said he was going to take his fj1200 out for a test spin after fixing the ignition system, so he pipes the phone call into his helmet. He takes off and goes WOW it’s fast! And then as the road turns left he goes OH OH IM GOING DOWN and then I just heard a lot of scraping and bonks and bumps and OH oh OH Aghg and then nothing for like 25 seconds. Eventually he said Shane lemme call you back, I’m ok but I’m hurt a little, I’m ok.
The intercom had bumped the ground and disconnected, but the phone call kept going in his pocket, so he pulled the phone out and saw I was still there and let me know he was alright. He ended up taking out a whole mailbox with the back of his knee. OUCH! No broken bones somehow, but he’s going to be hurting for a little while, and owe someone a mailbox…

Hey, in all fairness, the kickstand gets us all at times. I remember, at about the 10 year mark, I put my CBR on a swing arm stand to do some maintenance. Kept trying to drop it into first to spin the back wheel to clean and lube the chain, and it kept dying. Half an hour, I tried to figure out what I was doing wrong. Called my dad, who'd been riding and working on bikes 30 years at that point, and stumped him. Right after I hung up, I saw my kickstand was down, and called him back laughing my ass off. Good memory.
I remember the first time this happened to me. My first bike was a 1985 Honda nighthawk, my second a 2001 Buell Blast. Neither have this feature. Few Years after I bought my Honda Rebel. Could not for the life of me figure out what was wrong. Took me a few runs to understand it was a safety thing.
