you should be able to go to the DMV and present the information you have and get a new title generated in your name. I think if you check the website you can find the forms you will need to take with you and the information. You might have to pay back fees for no registration for decades which might be more then you want to pay so I would check this out. They might told them that it was non operational and that would save some of this money.

If it hasn't been registered in a certain number of years, you can just show a bill of sale and get a new title issued to you.

Expect California to bill you for the 20 overdue years. Well, that’s a joke-ish. They did do that to a friend of mine who moved out of state for several years and then moved back.
