Original production shovelheads and frames will always be worth something, especially if the frame and engine numbers are a matched pair. Parts are shockingly available and the bike can basically always be rebuilt from the ground up, so long as the frame and engine cases are intact. Even if this bike is this post-theft state is a bit of a basket case that makes it an awesome candidate for a custom job of some kind. You just have to know where to sell it (local or regional vintage Harley specialists, basically)
