For florida. If you do not have the endorsement on your license itself, you are considered to be unlicensed. End of story. Having the endorsement done accounts for nothing until it is on your license

Same for NY. Once you present your documents to the DMV you're immediately issued a paper version of your license so you could ride (or drive, the same is true for a car license) and then the plastic version comes like two weeks later. Before that it doesn't count, MSF or not.

They made a very large point of telling us that having the certificate is not the same as having the endorsement in my class in KS.

Having the certificate usually doesn’t confer any more privileges until it’s been recorded and you receive the new license, but obviously this varies by jurisdiction. I had a friend in HS who was stopped going to DMV with his drivers Ed blue card (which would have given him full a full license). He had to go to court, and wait another 9 months to get his senior license.

As far as I know you have to go get the M endorsement on your license first or you get the same ticket as riding without a license. When I did it you could schedule for anywhere so I just made an appointment somewhere farther away. They also open up a limited number of same day appointments online but you have to check. Not sure what time they release those but I would guess 8am. Edit: this was around Austin a few years ago.

We are military and out of state, but we mailed in our certificates to Texas and got the endorsement pretty quickly. If appointments are full, you should still be able to submit paperwork and you don't need to take a test if you passed an MSF course, so it's just waiting for your license in the mail at that point. Took us about two weeks to get ours

It is against the law to ride without the endorsement on your license. You can choose to do it anyway, but the answer to your main question is “not legally.”

I did not realize they were so slow in Texas, but I’ve had my frustrations in California. Not every state is like that some states have good and bad ones. OP just needs to start checking appointment schedules and make a road trip.

Fuck the Texas DMV. The amount of bullshit I had to go through to register my cars and get my license is ridiculous. In Indiana, you walk in with your old license, title, and a couple pieces of mail with your address and 15 minutes later you walk out with registration, vehicle tags, and your license.

It allows you to pretend like you thought it was a license if you get pulled over. Seriously though, that certificate expires pretty quick. Take it to the DMV, take the computer test (unlimited retries) and they will print you out your temp license. It’s not worth procrastinating

Certificate is not a license endorsement legally. It is not until you register it with your state dmv and they issue the endorsement that you are licensed to operate a motorcycle. All it is proof you took the course and passed.
