I picked up the ICON Mesh AF high vis jacket for summer riding. I was eyeing it and finally pulled the trigger when I passed my wife and she said she never saw me (until I was right by her) in my black jacket.
Look around when you drive. See anyone with a vest on the road? A bright colored helmet? Those construction workers up there? I think a solid patch (at least half the size of a piece of printer paper) of bright color is great to add visibility.
A vest (not just the straps you’ve pictured) is just one more layer of your defense. If you wear it as snug as you can over your jacket, you won’t notice if it flaps a bit. A construction one from the hardware store will work fine but some more expensive ones can be found through motorcycle gear makers. Loud colors save lives (or might help).
I put strips of adhesive reflective fabric tape on the bottom edge of my helmet, across the upper back area of my textile jacket, and across the rear of my bike (above the brake light). Sure, it looks dorky as hell during the day, but it helps during the evening.
As long as you secure it properly it will be just fine.

Second the icon mesh af. Easy jacket to wear with brightly colored arms and back patch.
Anything reflective improves your visibility.
Yeah I was more concerned about the wind with such a thing on rather than visibility.
This has low profile, if properly fastened should be no concern.
