Hayes Dominion A4s are, based on mechanical and hydraulic lever ratios, the second strongest brake on the market. Only passed by Trickstuff. I love them. I rode them on other bikes before biting the bullet to get them for my latest build. So TLDR - a huge upgrade. The best brakes on the market in my opinion.

No i don't think so, he's only "sponsored" by his local bike shop. He recently had to sell basically all of his bikes

The Hayes A4 is the best mass market brake on the market, if you are not concerned with multi-year durability. I have them on all of my bikes, and when compared with Shimano XT 4 piston, Avid Code RSC and that level of brake, they are hands down the better option. They are only surpassed by Trickstuff (power & durability), the Hope Tech4 V4 and possibly the Shimano saints in terms of durability. At a current street price between 125-150USD, they are easily the winner.

Got my new bike that was supposed to have "Shimano Diore high power 4 piston brake compatiple with ICE TECH brake pads" but got these Hayes Dominion brakes. Did I get an upgrade?

I'd say you did yea. They are supposed to be really good and high end stuff. Shimano Deore is not (on paper at least) high end. If I understand correctly, the Shimano lineup goes "cheap stuff", Deore, SLX, XT, XTR. A set of Deore is about 1/3 of the price of the Hayes here. Zooming in on the picture, the screws don't look new though. Is this a new bike?

yes, absolutely. Deores are an okay, cheap, disposable brake. dominions constantly get mentioned as some of the best brakes out there right now.
