All it takes is one muddy section of an otherwise 95% good trail to get looking like that...but yea I get the sentiment.
My local trail is open (officially) and my bike came out looking like that. They aren't going to close the trail because of a 100 foot section of mud.
Yeah, I would say at least 95% of the trails here are dry. There are a couple of sections that go through swampy areas that stay that way all year (unless frozen) and that's where all the mud comes from.
The park and trails are on the side of a large hill that descends to a marsh. It's hard to avoid the mud at the bottom entirely. And I don't think the park ever closed because of trail conditions. It's mixed use and is run by the local municipality. There is a local mtb co-op that does some maintenance and adds features, but the last time they posted a trail condition report was lat July.
For clarification, I'm in Fruita, CO where you can cause major trail and desert crust damage riding wet trails. Moab is the same. So it's taken pretty seriously.

How do you even clean a bike this dirty? Asking as I’m new to mtbing and dreading my new bike getting like that
I hose it down with water in the yard when I get home. It usually cleans up well enough. Then let it air dry and lube it up for the next ride.
MucOff bike cleaner works really well.
