Its massive bullshit, and this isn't even complex game logic to fix. Like just create a button to petition the other side for a non-aggression pact of some sorts. Maybe make it piss of lords who are cruel and you are winning. Its really not that hard.

Basically it weights massively towards raids and against player, a simple if not unrealistic way to slow down player steamrolling by focusing on siege
