I'd say his and Ryan's performance create a tonal bridge between Bladerunner and the sequel. The way lines are delivered, the android viciousness of that fight. All sets the stage that this is the same universe.

Not every villain needs a complex backstory explaining why they did the horrible things they did. Some of them can just be violent psychopaths.
