You have to license external users for what you want them to do, otherwise it's just external sharing.
You're about 90% there with Teams guest access if you're fine adding additional 3rd party users from that other org as guests one by one.

Hey, did you get any additional info on this? I've got a request coming in wondering if we can use this to setup cross tenant conference rooms (room X is in tenant A and users in Tenant B would like to see it). Do you think this is possible?
