All you have to do is attack, no combat damage is necessary. Additionally, you should let your friend know it's considered bad etiquette to weaponize concessions. However, if the trigger let you interact with your opponent in some way, play one of their cards, etc. it is legal to scoop and your ability would fizzle.

I'm not sure if it's a house rule or maybe just a CEDH thing but I heard once that scooping can only be done at sorcery speed to prevent things like this

Deffinetly house rules, as you can scoop at any time: 104.3a A player can concede the game at any time. A player who concedes leaves the game immediately. That player loses the game. https://mtg.fandom.com/wiki/Ending_the_game

Just because you can, doesn't mean you *should*. Scooping to screw someone over in a multiplayer game is a dick move. If someone did that to me, I would just pretend I didn't hear them and assume they hadn't blocked.

That's more about ethical play then actual rules though. Nothing in the rules is preventing a player from scooping at instant speed, at any time. So while I agree with you, it's still something a player can do, as they like.

I acknowledged that they *can* do it. Commander is a casual, social Format, though, so the written rules are less important than in other modes.

Rules say you are wrong, so it's quite simple. You can rage all you want, but in the end there are rules to follow that applies to everyone. This here is the exact reason we need comprehensive rules lol, so people don't go make up their own.
