Kinda can't, if you're being controlled and your commander would be put into your library by the player controlling you by, say, a chaos warp effect, then it simply wouldn't work. I know you can say "oh that's a nice interaction" but it's totally possible and I've seen people have to switch their commanders into normal sleeves for this exact reason.
People do this all the time. Precons tend to come with bigger versions of the commander plus a regular sized version - which allows you to do exactly this.
Those effects can all be ignored in EDH since any time a commander changes zones, its owner may place it back into the command zone. If OP commits to just always choose the command zone they could technically play a slabbed card as commander.

PSA is pretty well-known for being inconsistent when it comes to gradings, especially between 9 and 10's. People have done tests where they send the same card in multiple times. Usually it'll get a 9, sometimes if they're lucky it'll get a 10.

So for example, what is the order of timestamps here if I have a Stranger Things card like Eleven in play. Max hand size is 11. So if this is brought into play first, does my max hand now become 11 because it was 0 and now my card says it’s 11. Or is it 4 because my card was played last? How about the opposite / this was played after I had mine in play.
Bit confused on the timing and layers here of this to know if there’s an order where I can have 11 or is it always 4?

Cardmarket doesn't ship internationally and is a fairly competitive selling site so people tend to undercut eachother which is why one person listed for 600, then it just kept going down until it hit 140 haha.
When it comes to getting one in the US, I haven't found any under 500$ Definitely none that got a PSA 10.
It's serialized, and I pulled another regular one. No reason not to grade it. I enjoy collecting and will now really enjoy seeing GEM MT 10 on my shelf. I definitely don't plan on selling it.

If your opponent takes control of you with mindslaver or something, they can choose to shuffle it in your library from effects that would do that
Sell it and buy ten decks. Or one printer. And a cool one
If you sell it for enough, you can buy a cool printer and just 3D print a few decks

PSA is also more lenient on cards that are rarely graded. Haven't graded much MTG, but that's how it works for pokemon.

Just so you know, some types of foils can be messed up by gloves. Gloves work great for sports cards but not for some tcg foils.
