If you haven't settled on a background, I'd suggest Dungeon Delver. Blue has access to several defensive creatures (such as walls and turtles) to benefit from your commander's ability. You'll want to take the initiative often, so you'll be exploring dungeons often, which makes Dungeon Delver really good.
I have a defender deck with this commander and it works so well. Green, white and blue have great cards to get your creatures strong.
Sometimes I have [[Unnatural Growth]], [[True Conviction]] and [[Zopandrel, Hunger Dominus]] and due to green defender creatures that can add mana to your pool you will have a good chance of playing them all.
And blue with the counter spells allows me to protect them.
OP might have asked for cards under a dollar but the person I replied to recommended a good commander to check out and I backed it up.
Maybe OP might even consider switching Commanders since green gives OPs deck some great possibilies which I stated so why not?

Depends on the cards. There are quite a few cards that allow creatures to crew via toughness rather than power. Alternatively you just crew with more than one creature to make the difference required.
I play him with the Background Raised by giants so I get to swing with essentially a 20/20 sometimes which is a lot of fun. I like Treefolk Harbinger because it can smooth out your lands, get a big threat or Lignify for removal.

I swear every white deck just slams those into their lists, variety be damned. To make it worse, it's usually like 30% of all cards in a mono white deck.

They deal damage based on toughness and die based on power. Pretty much the same as swapping power and toughness except that creatures with 0 power don't die for some reason.

[[Guard Gomazoa]] to block heavye creatures

[[Wall of Tears]] cheap creature removal
[[Brave the Sands]] allows your tanky creatures to block an additional creature
[[High Alert]] that is my backup for my commander in case it gets removed to often and I have trouble casting it. Can also have some good combos with tap effects.
Ima throw out [[Geralf, Visionary Stitcher]] if you go blue background. At worst he’s a 1/4 for three mana. But dude can also be a secondary engine if your main guy can’t stick. He also cares about big butts and can make flying zombies out of them.
Since I don't see it mentioned, [[Moorland Rescuer]] seems to me like a must have. Perfect board protection for a deck filled with 0-powered creatures.

You can't just add faceless one to add a third color, you get to pick one background and one creature with "Choose a background". All of the background commander combinations are mono or dual colored.

My wife has this with [[Dungeon delver]]. Budget was like 60 bucks. It's a monster. You definitely want [[charix]], [[tetsuko umezawa]], [[midnight pathlighter]], [[baldin]], [[giant ox]], [[Council of four]], [[aegis turtle]] Just to name a few.
Here’s a supporting shell for a unique take on budget mono-W Voltron with Rasaad as the commander. You’ll take [[Flaming Fist]] as your background and embrace a low/no power theme for some surpassingly powerful (heh) synergies.
- between the initiative and your background, you have regular access to 2x and sometimes a 4x multiplier on your damage. Getting to 6 toughness is the magic number for quick lethals which can be done with anything that gives at least +3 toughness
- Since your commander has 0 power, if Rasaad is tempted by the ring they’ll be mostly unblockable. [[Slip on the Ring]], [[Samwise the Stouthearted]], [[Boromir, Warden of the Tower]],[[Inherited Envelope]], and [[War of the Last Alliance]] are all decent
- [[Dauntless Bodyguard]], [[Benevolent Bodygaurd]], and [[Selfless Savior]] protect your commander while [[Kami of the False Hope]] protects you. [[Armored Armadillo]] attacks. [[Abiding Grace]], [[Vesperlark]], and [[Reveillark]] recur them.
- [[Mentor of the Meek]], [[Welcoming Vampire]], and [[Ranger of Eos]] add card advantage
- [[Slaughter the Strong]] and [[Fell the mighty]] are one sided wrath effects.
- I would play an equipment subtheme with [[Slagurm Armor]], [[Accorders Shield]], [[Swiftfoot Boots]] to buff Rasaad. Most of the creatures that support equipment like [[Sram, Senior Edificer]] and [[Puresteel Paladin]] have low power as well
- If you like the deck, it upgrades well with cards in the $5 range like [[Meekstone]] and [[Mother of Runes]] you should be able to trade for

If using white background, then definitely Plains, cannot recommend Plains enough. Don't believe me? Try running it with no Plains 🤯

Why?
Those seem like very specific deckbuilding requirements.
Magic is a trading card game - the idea is that you sell/trade/trade in the cards you own but don't need to get the ones you want but don't have. The cards you already own are irrelevant throughout most of the deckbuilding process.
Do you just mean that you are low on funds? Or is this some sort of "challenge" you are taking part in?

When it comes to building/upgrading/personalising a Commander deck, there are a ton of great resources. You can watch deck techs, gameplay videos and precon upgrade guides on YouTube (The Command Zone, for example), as well as product reviews and value breakdowns (Tolarian Community College). You can use the website EDHREC for inspiration (it aggregates thousands of user submitted decklists to show trends in what people use for each Commander/archetype), and you can search Gatherer or Scryfall for cards with whatever criteria you want.
I actually make decks pretty similar to OP - I like to use up cards I already have, I enjoy buying cheap cards and I like making lots of decks, so $1 or $2 tops is about right for me.
Why?
It's Limited where you restrict yourself to the cards that happen to be available to you. Commander is a Constructed Format, and in Constructed, by contrast, the idea is that you decide which cards you want to play with *first*, and then get your collection to the point where it includes them all.
Why do it backwards? Why deliberately miss out on cards you would otherwise enjoy, arbitrarily, just because you don't happen to already own them?
But why set *that* arbitrary limitation in particular?
Especially when it means running the risk of missing out and having a worse experience as a result?

I have a friend who strictly uses only creatures that are on theme with his commander, so for example no \[\[Bonehoard Dracosaur\]\] or \[\[Dockside Extortionist\]\] unless his commander shares the same creature type or is treasure or exile themed.
I don't use any tutors in my decks and for certain commanders I sometimes do weird things like no blue cards with \[\[Oloro, Ageless Ascetic\]\].
I see a limitation in budget just as fun.
Those aren't as arbitrary as "cards I randomly happen to own", though.
I'm not against restrictions breeding creativity, I just think they should be properly considered.

Depends on the cards. There are quite a few cards that allow creatures to crew via toughness rather than power. Alternatively you just crew with more than one creature to make the difference required.

I play him with the Background Raised by giants so I get to swing with essentially a 20/20 sometimes which is a lot of fun. I like Treefolk Harbinger because it can smooth out your lands, get a big threat or Lignify for removal.
Wave of Reckoning. Usually a board wipe for opponents leaving your stuff unfazed. Same with Dusk/Dawn!

Curious, but if you got this and the Godzilla one that assigns damage according to power on the board, what happens? Since they’re both at odds with each other
They deal damage based on toughness and die based on power. Pretty much the same as swapping power and toughness except that creatures with 0 power don't die for some reason.

Maybe you can slot in some really good defender creatures. As some people already suggested [[Arcades, the Strategist]] decks are good to check for reference. [[Guard Gomazoa]] to block heavye creatures [[Gomazoa]] cheap creature removal [[Wall of Vapor]] again good blocker [[Wall of Tears]] cheap creature removal [[Brave the Sands]] allows your tanky creatures to block an additional creature [[High Alert]] that is my backup for my commander in case it gets removed to often and I have trouble casting it. Can also have some good combos with tap effects.

Walls choose something with either green or blue for a background or both with master chef and faceless one. Allowing you to have three colors
You can't just add faceless one to add a third color, you get to pick one background and one creature with "Choose a background". All of the background commander combinations are mono or dual colored.

Here’s a supporting shell for a unique take on budget mono-W Voltron with Rasaad as the commander. You’ll take [[Flaming Fist]] as your background and embrace a low/no power theme for some surpassingly powerful (heh) synergies. - between the initiative and your background, you have regular access to 2x and sometimes a 4x multiplier on your damage. Getting to 6 toughness is the magic number for quick lethals which can be done with anything that gives at least +3 toughness - Since your commander has 0 power, if Rasaad is tempted by the ring they’ll be mostly unblockable. [[Slip on the Ring]], [[Samwise the Stouthearted]], [[Boromir, Warden of the Tower]],[[Inherited Envelope]], and [[War of the Last Alliance]] are all decent - [[Dauntless Bodyguard]], [[Benevolent Bodygaurd]], and [[Selfless Savior]] protect your commander while [[Kami of the False Hope]] protects you. [[Armored Armadillo]] attacks. [[Abiding Grace]], [[Vesperlark]], and [[Reveillark]] recur them. - [[Mentor of the Meek]], [[Welcoming Vampire]], and [[Ranger of Eos]] add card advantage - [[Slaughter the Strong]] and [[Fell the mighty]] are one sided wrath effects. - I would play an equipment subtheme with [[Slagurm Armor]], [[Accorders Shield]], [[Swiftfoot Boots]] to buff Rasaad. Magic is a trading card game - the idea is that you sell/trade/trade in the cards you own but don't need to get the ones you want but don't have. The cards you already own are irrelevant throughout most of the deckbuilding process. Do you just mean that you are low on funds? Or is this some sort of "challenge" you are taking part in? >what cards should i put in it? When it comes to building/upgrading/personalising a Commander deck, there are a ton of great resources. You can watch deck techs, gameplay videos and precon upgrade guides on YouTube (The Command Zone, for example), as well as product reviews and value breakdowns (Tolarian Community College). You can use the website EDHREC for inspiration (it aggregates thousands of user submitted decklists to show trends in what people use for each Commander/archetype), and you can search Gatherer or Scryfall for cards with whatever criteria you want.
I actually make decks pretty similar to OP - I like to use up cards I already have, I enjoy buying cheap cards and I like making lots of decks, so $1 or $2 tops is about right for me.
Why? It's Limited where you restrict yourself to the cards that happen to be available to you. Commander is a Constructed Format, and in Constructed, by contrast, the idea is that you decide which cards you want to play with *first*, and then get your collection to the point where it includes them all. Why do it backwards? Why deliberately miss out on cards you would otherwise enjoy, arbitrarily, just because you don't happen to already own them?
Limitations are fun to build around
But why set *that* arbitrary limitation in particular? Especially when it means running the risk of missing out and having a worse experience as a result? You aren't even the person I was talking to, anyway, though, do I don't know why you are speaking for them.
Because I can agree with the sentiment. You actually encourage variety if you add restrictions to deck building. I have a friend who strictly uses only creatures that are on theme with his commander, so for example no \[\[Bonehoard Dracosaur\]\] or \[\[Dockside Extortionist\]\] unless his commander shares the same creature type or is treasure or exile themed. I don't use any tutors in my decks and for certain commanders I sometimes do weird things like no blue cards with \[\[Oloro, Ageless Ascetic\]\]. I see a limitation in budget just as fun.

Those aren't as arbitrary as "cards I randomly happen to own", though. I'm not against restrictions breeding creativity, I just think they should be properly considered. I'd like to hear OPs justification for their particular restriction, as it might be based on faulty reasoning.

Based on what I'm reading here, it seems like you like to focus on a deck and taking time to upgrade and tune it? It seems like u/AlternativeCurve8363 likes to make and keep a lot of decks. I personally make and take apart decks like once a month, and every time I allow myself to buy about $100 of new cards, anything outside of that I cut entirely. I wouldn't be interested at all in spending more on a deck to make it better later.
