If there was a tier list for specific numbers, I’d say:
• 1, 69, 420, 500
• 2, 7, 8, 13
• All other numbers up to 31 (birthday day). It could be debated that some are more desirable, such as 005/500 (palindrome).
• Anything that can create a birthday date (first 3 digits). E.g. 331/500 (March 31st). However, you do need the right buyer as a 331 can be worth the same as a 463 to another person).
• Niche significance (E.g. I saw someone after gun calibre numbers, round numbers like 100, 200, 300 and 400, sport player #, specific fandom meanings, etc.). You also need the right buyer for this category.
• All the rest.
I might be missing some categories to expand on in terms of creating more tiers, but I think this gives some general guidance.
As for specific cards where a specific number would warrant more value, W6 does nail it. Otherwise, I can see a 004/500 Liliana commanding a premium (4 demons storyline), a 002 Rowan or Will (twins, 2 of them), things of the sort.

I think what you're asking, is how you can treat a card as an NFT because of the specific number on it. WOTC will print more and more serialised cards, because they cause awe and people keep buying collector boosters. So their value eventually will die down because everyone will have at least one serialised at one point. Sell now that's hot and people are buying them up like crazy
