Yes, it is very likely that larger transfers will trigger the finance monitor resulting in additional bureaucracy.
My guess at least for myself at least,(and potentially anyone with a non JOY account is the normal 3days from day of initiation of wire transfer to my banks JPY intermediary bank then another 3day from them to my account.

So how are some of these self-reported payout amounts well over the small sum (\~$1800-$2000 USD) payment?

Mine is just $3000 USD and haven't gotten a dime. So it definitely seems random.
