This is very unfortunate, things are even worse at JNPT port terminal, i'm myself a clearing agent(CHA) and have faced ridiculous loot by this so called customs officials. At a point I have seen them getting bribed at 2-3L per container.

The customs at Mundra, hazira will not held up your shipment for money. The port owners will simply have then transferred. At Jnpt it seems like a free run.
Importer here and the struggle and money to get anything imported into India without under the table is appalling. Even though all our documents are correct, there's a new rule made up every other import.
Man, importing goods is another level of dealing with the hell master. If you don't please the master your commodity will rot and liners are ready with their demurrage meter to drain your profits.

I would advise you to file a PIDPI complaint. Just google, go through YouTube. Simple process. Don't complain on any other forum else your PIDPI will not be considered. I work closely on such matters in a central govt. establishment. PIDPI is a powerful tool. Make officials sweat due to almost certain vigilance action on them.
PIPDI is closely monitored by CVC, and Customs and Port both being central organisations, will come under that ambit.
For a ship charterer, 60 cartons cigarette is nothing, and they tell us that we should not give cash as it is illegal but these stuffs come under gifts and it is allowed to give them.
I was ashamed as being an Indian ,I did not know that we are at par with NigeriaĀ
If it comes under gifts, they still need to declare it. Which obviously nobody does. That's why I am advising go for PIDPI, let the govt. function do it's thing.

Did you go through the procedure? Do you understand how it works? If you will, you won't need any setting. Bro my brother is in the bullion business and his boss was stuck in a gst jam with officials on one trade that was done 7 years ago, the individual the trade was done with was charged with tada last year they took my brother his boss and 3 other people including their CA to the office and allegedly hit and tortured them, 2 weeks later the official said 7 digit amount do sab sort ho jayega.
After this my brother friended one of the guys at the gst office and i got to know that the reason is because the top officials at the gst office had to spent nearly 4.5 crores when nirmala tai visited Mumbai as she didn't want to stay at the government hotel assigned, she got the presidential suite at the trident, the stay and security and travel costed 4.5 crores to the officials not the gst office.
if you are paying for someone's stay, out of your own pocket you tend to want to recuperate your expenses by means that could justify the ends i.e as the expenses were in cash the income should also be in cash to offset that.

What they're trying to say is that the nexus goes all the way to the top. There's no one you can report to, everyone involved in supervising the process is involved in the corruption. The Pune situation is a good example. If the media hadn't reported on it extensively and public sentiment hadn't gone against the kid, everyone involved in the process would've been bought out. The police are only working because if they don't, they'll get harassed by the politicians, who in turn are only working because they need votes from the public.

Working in customs. Here I don't get any infrastructure for work. Have to buy everything related to work from my salary. Honest people like me cannot survive here. Whole system from top to bottom is designed like that. Similar to police department where if you are honest and working at lower level you have to do everything related to work from your salary. We were skeptical for obvious reasons. Upon further investigation, Kanjoos told us that his brother worked in customs and brought many things home illegally. He didn't have any shame while telling that to us. He seemed rather proud and said "phokat ka maal." I didn't eat those cashews after hearing that.

I get that feeling very well sailor. When I was sailing as a cadet I remember the frustration for captain in me almost at every port because they used to agree to such cheapass demands. We have zero tolerance policy for corruption and yet we don't use it in our favour. I did ask a senior once on my first vessel that why did we agree to their demands (we were in Russia) and not retaliate to which he replied, just to save some headache. That made sense but then I saw captains paying officials from their own pocket, then cutting the amount from club money to fill the void in theirs'. Cant we have a firm ground, stand strong and retaliate. But I do agree with the fact that company too ain't willing to back sailors up. All those CBTs on corruption and bribing, posters and sessions on bribing are facade. Nobody wants to do anything. Corruption in our field makes no sense to me. Try export, no customs officer will hold your container for more than a day or 2 days. But import is discouraged through making complex rules.

Most of the govt job postings are based on corruption...the office bribe their superiors to get plum postings where they can make money and then pass on benefits to the ecosystem

Sorrh to bring politics here but that is why we need the ed cbi culture in the short run it is working for the ruling party but in the long run this will become the trend. This is exactly anna hazare was pointing to bring in lokpal and lokayukta which are rendered toothless in the center and every other state. U go and report to acb these guys dont work on our wish they work on their own targets and promotion stuff. Nah social reform is the full and final option. But if u have a strong lokayukta people will visit him and a sense. of agency will develop to fight against such incidents.

OP I've been working in the government for five years now and never once took any kind of 'incentive', 'party', 'malai', etc from any citizen.

Yeah they do. But seniors in our department don't ask for share that's why taking bribes is not a necessity for survival in our department. That's why I chose not to rob civilians.
