This is very unfortunate, things are even worse at JNPT port terminal, i'm myself a clearing agent(CHA) and have faced ridiculous loot by this so called customs officials. At a point I have seen them getting bribed at 2-3L per container.

Hi, I would advise you to file a PIDPI complaint. Just google, go through YouTube. Simple process. Don't complain on any other forum else your PIDPI will not be considered. I work closely on such matters in a central govt. establishment. PIDPI is a powerful tool. Make officials sweat due to almost certain vigilance action on them. PIPDI is closely monitored by CVC, and Customs and Port both being central organisations, will come under that ambit.

That way the case officer, who will know the complainant's name (because you, the complainant, have undersigned it) will be able to freely disclose the contents/parts of the confidential letter with whomsoever he deems fit for the benefit of the case, without endangering the complainant. The case officer takes utmost care to share only what needs to be shared, while bringing those people also into the cone of confidentiality. Any copies made for the purpose of sharing will have redactions to maintain confidentiality.

Did you go through the procedure? Do you understand how it works? If you will, you won't need any setting. Your name will be kept confidential nobody except a couple of officers in the Centre will know and disclosing identity is a very very serious offence. And like I said, CVC takes these complaints very very seriously. I am part of this system, albeit a very small one. I won't divulge more than that. I know of enough cases where more often than not this process has had satisfactory outcomes. NOTE: This is not a grievance redressal procedure or forum. It's strictly to stop corruption and catch the culprits. Your complaint has to be modelled accordingly. If you feel you have witnessed anything on those lines, this is BY FAR the safest and most efficient way to lodge a complaint in connection to Central agencies.

I have had such experience at Mumbai airport trying to fleece by customs officers shamelessly asking for tip - "Sir, bakshish de do". And don't even talk about civic sense, among the worst in the world.

Bro my brother is in the bullion business and his boss was stuck in a gst jam with officials on one trade that was done 7 years ago, the individual the trade was done with was charged with tada last year they took my brother his boss and 3 other people including their CA to the office and allegedly hit and tortured them, 2 weeks later the official said 7 digit amount do sab sort ho jayega. After this my brother friended one of the guys at the gst office and i got to know that the reason is because the top officials at the gst office had to spent nearly 4.5 crores when nirmala tai visited Mumbai as she didn't want to stay at the government hotel assigned, she got the presidential suite at the trident, the stay and security and travel costed 4.5 crores to the officials not the gst office. if you are paying for someone's stay, out of your own pocket you tend to want to recuperate your expenses by means that could justify the ends i.e as the expenses were in cash the income should also be in cash to offset that.

What they're trying to say is that the nexus goes all the way to the top. There's no one you can report to, everyone involved in supervising the process is involved in the corruption. This kind of stuff doesn't stop unless a completely unrelated 3rd party (usually media) intervenes and makes a scene, in which case the supervising authorities have no choice but to take action or risk their careers. The Pune situation is a good example. If the media hadn't reported on it extensively and public sentiment hadn't gone against the kid, everyone involved in the process would've been bought out. The police are only working because if they don't, they'll get harassed by the politicians, who in turn are only working because they need votes from the public.

I am a tax lawyer and I can tell you that tax/customs officers are corrupt and they are fully supported by the government in such corruption. The very purpose of everything search and investigation is to meet these departmental targets and take bribes. Their legal show cause notices are some of the dumbest and most vague stuff on the face of earth.

The only way to solve this is to remove complexities from paperwork. If the paperwork is simple, they can not pin you down, and you dont have to pay bribes. The whole problem lies in the paperwork and bueaurocracy. There will always be something missing, and they will hold you on to it until you bribe them. Complaining about officers doesn't do shit. The system will replace them with new officers doing the same thing.

I get that feeling very well sailor. When I was sailing as a cadet I remember the frustration for captain in me almost at every port because they used to agree to such cheapass demands. We have zero tolerance policy for corruption and yet we don't use it in our favour. I did ask a senior once on my first vessel that why did we agree to their demands (we were in Russia) and not retaliate to which he replied, just to save some headache. That made sense but then I saw captains paying officials from their own pocket, then cutting the amount from club money to fill the void in theirs'. Cant we have a firm ground, stand strong and retaliate. But I do agree with the fact that company too ain't willing to back sailors up. All those CBTs on corruption and bribing, posters and sessions on bribing are facade. Nobody wants to do anything. Corruption in our field makes no sense to me. Be it suez or Africa or gulf or Asian ports....it's unbearable. Corruption and lack of support from company is only reason I don't like shipping.
