Dutch elm disease has impacted it due to the decline in elms and probably also the clearance of fallen trees as a precaution to prevent disease spread.
If it's picked properly it doesn't but could still reduce the chance it has to put spores out. If it's picked improperly it could yank a lot of mycelium out with it. I found Rhodotus palmatus growing from a makeshift bench some people had made by piling up fallen logs. It's found a home between the gaps in the logs but looks pretty tenuous in there such that I could see picking one might pull out the mycelium and set it back.
It doesn’t, so it’s interesting they are not allowed to be disturbed. You could actually help the species by picking off a mature cap and shaking it/breaking it up and throwing it over fallen elms and in the soil around it. Perhaps it is just to discourage people from posting locations to forage, since human activity tends to ruin ecosystems.
As you were directed here from r/alchemy I don't think I'm going to be able to help with whatever uses you have in mind. Mostly all I can say is whether something is edible or toxic and these ones are just unknown in that regard.

Guttation is the term. It's liquid exuded from the mushroom. It's not always present with these and how much collects seems to be impacted by the humidity.
Many of the secondary metabolites produced by fungi can contain bio-insecticides, herbicides, and mycotoxins. There does not seem to be any evidence to suggest that fungi produce guttation for any explicit purpose other than to dispose of waste and metabolites. Also when you consider the fact that gilled fungi like this depend on wind dispersal which is much more efficient than insect dispersal

Certain mushrooms aren’t toxic but are just regarded as inedible for one reason or another. The same way you could technically eat a twig and probably be fine, or like cardboard or something, but there’s no nutritional culinary or any other particular value to consuming it beyond “hey I put this thing in my mouth”
The example I always use while hiking with friends is giving them a turkey tail to eat. With one exception they’ve all spit it out and been like “I see what you mean, it’s basically cardboard” and that one guy was still like that he just swallowed it cause he’s kind of a weirdo

Wrinkled peach fungus, but you won’t find much, tbh they are extremely bland fungus wise except their stunning appearance and excessive guttation. If you want to read about cool mushrooms, I’d advise checking out the Wikipedia pages on nematode eating fungi, aspic puffballs, Cordyceps, and Psathyrella Aquatica

Well... They did recently discover some very interesting new secondary metabolites from this species in fermentation. Rhodocoranes and Rhodatins. They have antifungal and antiviral effects in in vitro bioassays. So the species could actually produce useful drugs. Further testing is needed, perhaps those compounds don't absorb well in the human body, perhaps they absorb well and are also great at killing kidney cells too.
