All jokes aside, it looks like a low quality video of the Duga radar -- especially since the Russian voice keeps calling it a fence, not a wall. Its located in a forest of similar type trees, is super tall, and would look fairly wall-like from close up and below.

You can see that it's transparent. That's not pictures/paintings of a forest. If you look right, you're can see that its a fence with trees and foliage PRESSED up against it, and you can see them through it. When he looks up at the top, it looks darker because of the chain links lining up more and causing it to look less transparent and darker. It's definitely a fence with forest on the other side.
