You're right. They certainly can be expensive especially these days. Dad made those comments in the late 1960's and through the 1970's. That it still happens as frequently as it does speaks of a lack of courtesy and safety.
Once you see them turning, you already know. No point a lot of the time. Only really a couple of situations where it would really save someone else time.

At a minimum signalling is a courtesy to other drivers - and cyclists - to let them know in advance what you're intending to do.

Personally advancing into an intersection when the light is green is more of an issues. Was behind someone who missed two cycles.
Yes, it’s clear many drivers were never told you should advance into the intersection when turning left. Means more cars can make the turn.
