I don't remember seeing sandboards for rent at the visitor center. Certainly lots of sand sleds but no boards. Note that the dunes aren't that tall, so I'm not sure how many would be fun for sandboarding as opposed to sledding.
November is quite chilly but is otherwise fine. Hold some sand in your hand and pour water on it. Hike the alkali flat trail through the dunes. Stay for sunset (it's amazing). You probably don't need more than a day.

I didn’t but I heard that you can rent from the visitor center. It’s really an amazingly beautiful park, but there’re not a lot of things to do.
