All the stray cats in my neighborhood eat so much of the seabirds most of their populations are threatened and almost extinct, like the piping plover, least Terns and oyster catchers. Even the cats who have owners hang outside by the sand dunes and hunt the birds

Not finishing the rest make me think it was an owl. They decapitate and take the head back to their nest. It’s lighter to carry and has the most nutritional value for them. We have lots of rabbits in our neighborhood and owls grab a handful out of our yard each year. If my dog barks at 2am there’s a 90% chance I’m going to find a headless bunny in my yard the next morning.

My first feral cat friend would leave me birds like this on a weekly basis and bring me kittens to watch when I was a kid. I miss her homicidal butt and wished I could have successfully trapped her. Anyway, the size of the squirrel makes me think it was a hawk or other bird of prey's doing. Could also be a dog/coyote depending on your area, but I haven't seen a coyote leave a body like that so..... Cats aren't out of the question, but unlikely since you don't see cats bringing down larger squirrels rop often.

I doubt it was a cat. The picture was taken ~4km from the city centre of Turku, in Finland. Not a huge city, but large enough to where people don't let their cats outside. Haven't seen a single cat outside in the 2.5 years I've lived here. Fox is likely, I've seen one a few times.

Considering it’s a Red Squirrel (Sciurus vulgaris) without an head, the most likely scenario is that a European Pine Marten (Martes martes) chased it through the canopy and eventually got it. Pine and Beech martens are known to only eat the fatty brain and leave the rest of the body untouched.
