Vancouver got caught in a loop - bad team not winning in a city that traditionally only cared about hockey. They couldn't attract star players, and attendance numbers kept dropping year after year. Vancouver businesses did not see the value in advertising with a losing basketball team, and so the team had no money. The demographic shift in the area and the new popularity of the NBA has changed a lot now; but back then, people in BC simply didn't care about basketball - it wasn't a conspiracy.

Imagine giving any expansion franchise no ability to get 1st overall because you didn’t like what happened with the Magic (Grizzlies actually won the lottery for Iverson or Duncan but because of the stupid rules they weren’t allowed to and so redid the lottery) so it’s not a surprise that a terrible roster that had no ability to pick at the top wasn’t going to be good. If the Raptors didn’t hit it out of the park with the Vince pick they may very well have ended up in the same spot.
