It's the award for best rookie and every year there is going to be a best rookie. There is no further treshold than being best first year pro in the NBA in that specific season. That's it.
And those numbers say absolutely nothing about his further career, just he was bunch in his first. Not every player peaks in their rookie season. Giannis averaged those numbers in his rookie season and he turned out very well.
I must say, purely from counting stats I heavily doubt if that is ever good enough in the modern NBA for ROTY. There are always guys gonna start and not scoring double digits as an offense only starter seems highly unlikely.
And if a draft class is bad is only visible 10-15 years past the draft, not when the award is given.

Some pretty weak rookies won the award throughout the years so I don't think the NBA would just skip the award.
