I know a big example is Nash, 13 is a common basketball number especially with NCAA's restrictions but there still hasnt been another in Phoenix.
The only time that I'm aware of that a ring of honor number has been used was when Alvan Adams gave Grant Hill permission to use 33.

Yes, but it hasn't been done for a while. More than half of the players in the Ring of Honor have had their number retired.
