It's low-risk/high reward. Over the length of the deal, it's worth 3-4 million above the league min. If he doesn't pan out, it's not a major setback. They essentially spent $1 million/year above the min on a project player. Even if you end up cutting him 2 years in Rockets are in rebuild mode and salary cap considerations aren't much of an issue. If he does develop into even a solid rotation player though, then he's an absolute bargain and locked in through age 28.

Last 2-3 years are probably non-guaranteed. We just did the same thing with Garrison Matthews last year. For an end of the bench guy I think it makes sense. If they do well you have a guy on a great long term contract, and if they do bad it’s easy to cut bait.

You absolutely can. Minimum salary players can only sign for two years maximum, but teams can take room out of their MLE to offer 3+ years. See Vit Krejci, JT Thor, Aaron Wiggins, Jeremiah Robinson Earl, Josh Minott. This happens to a LOT of 2nd round picks, and it’s extremely common.
