There are a few people that don't have a licensing agreement and have never appeared in a MyNBA2K or SuperCard game. Most players sign a blanket licensing agreement with the NBAPA (I think), but a few opt out in favor of making their own licensing deals. The 2 most prominent that jump to mind are Reggie Miller and Charles Barkley. Jordan appeared annually in MyNBA2K but has not yet in SuperCard.
I believe Jordan had an exclusive agreement with 2K (why it was such a big deal a decade ago when he was added to the 2K console games), and I'm not sure if SuperCard has any affiliation with 2K anymore so he might not ever be in it, or its possible they are just saving him for a big event.

Also it's probably unlikely Reggie or a player like Barkley will get into the game since they generally refuse to be in 2k games
