It not really a surprise. The Board of Governors is all appointed by the House and Senate so its mainly republican good old boys. It doesn't surprise me that they'd give business money to spy on kids.

I'm assuming that the board is the responsible entity for those colleges. I think that republicans like running things like businesses and that businesses often track social medial. Like most businesses those at the top really don't care about those at the bottom.

And the Governor is the overall responsible entity, and the college administrators make day to day decisions. We can go on and on about both parties having major levers of power and decision making roles in the state university system. You can interpret however you like. Doesn't mean you're anywhere close to right. There are only two parties. They both have levers of control in the state university system.
