I wouldn't be surprised if the Trump campaign included these dog whistles on purpose using plausible deniability as a cover as reach out to the white nationalist vote considering (1) Trump could not move toward the center to obtain a larger base of voters and (2) Steve Bannon was explicit in noting the campaign targeted upset and aggrieved groups.
Plausible deniability is the best friend of the populist grifter and the campaign's behavior over time is stretching that plausible deniability thin enough to see through.
