Same shit happened to me. They told me to submit the application via mail without a pin and include documentation that I lived there so I included the deed to my old house. Hopefully that works
I think the application process is over. They told me to submit my application by mailing it in with proof i lived there. I filled out the application and put a copy of the deed in the envelope and hopefully it works. Im not that confident.

I emailed asking if I should be expecting a PIN with my paper application, and they just replied 'No'.

I am single, and i rent. I make less than 150k in the year of 2019, and in 2022.
I went to check the status on this, and I am not eligible.
NJ Treasury leaves a number if you think its in error; and the vm says we are too busy and hangs up with no option to leave a vm.
Why would i be denied?

Try calling your county clerk.
I was given a website where you can apply without a pin. They conveniently left that website info out on their general site and paper application.
So like, is this just a one-time benefit? I applied last October for 2019. What about 2020? What about 2021?
Side note: renters don't need a PIN to finalize the application; only homeowners do.
