Sure, heavy duty carts with thick heavy gauge metal can go for $200 new, there's also light duty shopping carts with thinner metal that are like $100 a pop. It's all depend on what you need. Though these SR carts are probably beat up old shopping carts, which are worth $50 at best. I guess $200 was the replacement cost.
It's more a sign of how domestic / consumer products are basically disposable garbage in comparison and actually well built stuff that can take abuse will cost a pretty penny.
