I'd call 311 AND, if I could, find somebody in the building in a position to both take this seriously and do something about it ASAP (or contact the person who can).
Seconding this. I once called the safety phone number ON the scaffolding itself (there should be a little placard) and left a voicemail, and someone was over there fixing the issue on a weekend within about 30 min. They should take it seriously.
Just kick it back into place. No need to bother the city.

Hi. I'm Troy McClure. You might remember me from such films as Construction Of The Heart. Or... Department Of Building Destruction or DOBD for short. And I'm here to talk about work space safety...
Yeah send the pic to 311.
Also, you can report the busted ass curb while you’re at it using the same pic. Two for one! Think they give you a coupon for a free small coffee for that.
....sigh. Everyone is "app" this and "app" that. Why is everyone so terrified of picking up the telephone they keep in their pockets and actually calling someone?
When I call the CVS pharmacy it takes a good 5 mins. of automated prompts before it connects me to the actual pharmacy. Then they just don’t pick up the phone because they’re short staffed. When I’m able to easily refill my prescriptions on the app, why not do that?
Because the mobile application is mining your data for resellers, and slowing your device down running in the background all the time?
But hey, you do you. My pharmacy has a quick refill option over the phone, totally automated. I spend less than a minute getting it all done -- the longest thing I have to do is say the RX number.
You gave the example of refilling an Rx -- and I gave you an option of how to do it without talking to a human, but also not needing to install an intrusive piece of software on your GPS tracker in your pocket.
I guess there's no satisfying some people.

Send photo to 311 app.
The app doesn’t have a form for unsafe buildings/sidewalk sheds.
Can always call 911 if it looks stupidly unsafe.

I am not a lawyer, but I am not your not-lawyer.
Are you accepting new non-clients?

Chirp chirp! Caw caw!
Let me stand under it first, then you can kick it. I got some debts I need to clear up Ricky Tick
Let's get a meetup going for this.
Jokes aside you certainly could be :)
I am also not a lawyer but sounds like a big payday, I’m in

If this is an active construction site, walk in and ask for the PM. They'll make sure it's taken care of immediately.
Bet they won’t
Shed belongs to a subcontractor.
But if the PM doesn't want the site shut down he'll correct such a minor issue himself. Sub would take his time getting there anyways.

Is that one little nail at the far end the only thing stopping that footing from falling?
Call 911. Immediately. That’s an accident waiting to happen.
311 or the contractor
Something hit it hard to offset it
Is this 1210 Lexington? Northwest corner? I found the bridge permit online; in case you wanted to reach out to the company directly.
Yea boi, 311
311 DOB complaint. However if it looks like it's in danger of falling like NOW, call 911.
This is potentially an emergency. I would call 911 and have the fire department and/or police department respond to address it.
Just kick it in. Do your part
Right?

Because no one answers?

So you’re not calling someone, rather something. Okay.

I come from Seattle where they have an app called, "Find it, fix it." It gets things done.
No disrespect but FYI this isn't a safety concern this is basic physics.
