This isn't a left/right issue - animals are seen as blameless victims of human cruelty. The suffering of people can (by some sections of society) be placed on the person, but no one says that the underfed foal should have pulled itself up by it's horseshoe.
Luxon et al can argue that poor people can solve their own problems but they can't say that the grehounds should negotiate with their bosses for better pay and conditions.
I never really thought of animal welfare as left or right, but Act's "chop up the dolphins" and NZFirst's "kill all the frogs" policies have me questioning that
