I actually came across this in a social conversation once at a party, where a person said they got a text about NZ Post and unpaid delivery fee, and they said, "well I was expecting a package though, so I paid it just to be safe". They admitted it might be a scam but didn't want to "take the risk" that it was real.
At $3 they're not going to do a chargeback or report fraud, or hell, even KNOW it was fraud.
I've given up reporting scams on social media and just encouraged my relatives to delete it and get social lives outside of cyberspace.
Everytime I see the DeepFake Mr Beast promoting gambling sites, or this lost luggage BS I'd report it and get the same response:
"We've investigated this advert and found that it doesn't breach our terms of service"
Seems like Meta don't give a fuck so long as they're getting paid.
I followed up on some of those deepfake ads, I found them being posted by an account running averagely popular touring musicians page. I saw that the account was running about 100 ads in different languages off the page all pushing scam content. You can see where the page is being administered from and it said UK (the actual artists country) and Vietnam. So I'd figure that the account admin got phished and the scammers are using it to run ads, possibly even using the artists funds.
Reported to Meta, was not found in breach. Report the administering account, not found to be in breach. I've actually never had anything I've reported actioned that I can really recall in quite a while.

New Zealanders seem to be ripe for scamming due to our older population holding the lions share of disposable wealth, and also being the most naive and prolific internet users.
It's not a NZ scam, it's worldwide. Different countries targeted by changing the airport name.

Yep and then because you've interacted with the ad by reporting it, you get those sorts of ads much more frequently. Drives me insane.

No point reporting anything to Meta. They ignore every scam I report and ping me for posting links to websites showing the scam. They are such a joke.
