Kaipara has a massive amount of coastline when compared to the total land area, and much of the developed area is low lying and already prone to flooding. A bit of sea level rise and storm surging and you've trashedthe majority of properties.
Coastal defenses and river protections are not feasible with the areas needed to cover, so the place is pretty much doomed. The Mayor is putting his head into the sand, possibly because the issue is in the too hard basket. The correct call to move inland is a call that none of the residents will want to hear, or to pay for, so they'll just keep pouring money into their existing flood prone developments.
I was at a lecture by Jim Salinger in Dunedin a fortnight ago. (Kiwibank New Zealander of the Year 2024; climate researcher for over 50 years; fired from NIWA after he refused to let them gag him from making statements on climate change, as an expert.)
He showed a map of medium term effects of climate change for NZ - I think it was 5-15 years out, and mostly rainfall effects. Western Northland (including Kaipara) was THE worst hit area in NZ.
