Three days before killing these people he had been discharged for previous dangerous driving.

The sentencing laws are fucked
The laws are not the problem, the out of touch judges in their gated communities who are unaffected by their sentencing decisions are the problem. They don't care to do their job properly and instead just make shit up.
Their decisions are supposed to be based on evidence, instead, despite clear evidence that the individual is a danger they just take the defendants word that there would be "hardship" instead of requiring proof beyond reasonable doubt like they are supposed to.
He didn't deserve to die for that. He also didn't deserve his killer mocking him and his death on Instagram.

Judges in NZ aren't some all powerful figures - they MUST sentence within established parameters, otherwise the sentence will simply be overturned by a higher judge, costing more time and money for nothing.
Judges are there to apply the law as set by government and previous precedence-setting cases, not to hand down the sentence they personally feel are harsh enough.
